All scaffolds erected within the lines of any street, alley, or public place for use in the erection, enlargement, alterations, or repair of any building shall be well and safely supported and of sufficient width and properly secured, so as to ensure the safety of persons walking thereon or of persons passing along the sidewalks or public places thereunder, to prevent the falling thereof or of any materials that may be used, placed, or deposited thereon.
