Sacramento County adopts the California Building Code (CBC) and California Building Standards Code through Title 16 of the County Code. Guardrails are required at 39-45 inches high with midrails and 4-inch toeboards where workers could fall 7.5 feet or more. Planking must fully cover platforms with no gaps exceeding 1 inch. If scaffolding extends into the public right-of-way, sidewalk, or alley, the contractor must obtain an encroachment permit from Sacramento County Department of Transportation and maintain pedestrian protection (covered walkways) per CBC 3306. For scaffolds over 35 feet tall, stamped engineered drawings are required. Tower and suspended scaffolds require inspection by a qualified person before each shift.
