Fort Worth adopts the 2021 IBC (Ord. 25382-03-2022) including Chapter 33 scaffolding provisions. Permits are required for scaffolds except single-tier nonadjustable suspended scaffolds under 40 sq ft or supported scaffolds meeting specific exemption criteria. Scaffolds over public right-of-way require additional encroachment permits from Transportation & Public Works.
Fort Worth regulates scaffolding through the 2021 International Building Code as locally amended by Ordinance 25382-03-2022. IBC Chapter 33 (Safeguards During Construction) governs scaffold design, erection, and use. A building permit is required for scaffolds, with exemptions for: single-tier nonadjustable suspended scaffolds with platforms of 40 square feet or less, and supported scaffolds that are not outrigger scaffolds and do not have hoisting equipment exceeding 2,000 pounds manufacturer's rated capacity. All scaffolds must comply with OSHA standards (29 CFR 1926, Subpart L) for worker safety. Scaffolds erected over or adjacent to public sidewalks or rights-of-way require an encroachment permit from the Transportation & Public Works Department. Protective overhead covering (sidewalk shed) is required when scaffolds are erected adjacent to pedestrian ways. The building official may require submission of engineered scaffold plans for complex installations. Scaffold erectors and dismantlers must have competent person oversight per OSHA requirements.
Erecting scaffolds without required permits: stop work order and fine up to $2,000 per day. OSHA scaffold violations: federal penalties up to $16,131 per serious violation, $161,323 per willful violation. Scaffold over public way without encroachment permit: removal order and citation.
