Labor Code 7150 through 7157 and Title 8 California Code of Regulations 1635 through 1662 set the California scaffold standard. Any scaffold more than 3 stories high or 36 feet above the base must have design and construction plans prepared by a California-licensed civil or structural engineer. All scaffolds must be erected on sound footing, be plumb and square, and have guardrails at 42 inches plus midrails at 21 inches and toeboards at least 4 inches tall on all open sides and ends when the working platform is 7.5 feet or more above the ground. Fatal or serious injuries must be reported to Cal/OSHA within 8 hours under Labor Code 6409.1, and penalties range from 15625 dollars for general violations to 156259 dollars for willful or repeat violations.
