Properties in the FEMA Special Flood Hazard Area along the Illinois River (Peoria has a substantial Zone AE and floodway overlay) are subject to a separate floodplain-development overlay under Peoria Code Chapter 16 (Flood Damage Prevention), which limits fill, structure footprint, and impervious surfaces beyond the underlying zoning caps. Stormwater management standards under Peoria Code Chapter 27 and the Illinois NPDES program may also require detention or infiltration for added impervious surfaces over a threshold (commonly 5,000 sq ft of new impervious). Constructing buildings or impervious surfaces in excess of the district coverage limit without a variance violates Appendix B and can result in stop-work orders, daily fines typically $100-$500 per offense, and either removal of the excess coverage or a variance after the fact (no guarantee).
