Unlike many suburban cities, unincorporated Shawnee County has no flat lot-coverage or impervious-surface percentage for homes. In the RA-1 and RR-1 districts, density is controlled by the three-acre minimum tract size and the required 30-foot front and rear yards rather than a coverage ratio. Where coverage is capped directly, it is in the accessory-building rules: detached accessory buildings may not occupy more than 30 percent of the rear yard area, and each must sit at least three feet from a side lot line (Sec. 29.03). Stormwater and drainage standards can apply to larger developments. The City of Topeka sets its own lot-coverage limits inside city limits.
Exceeding the accessory-building rear-yard limit blocks the building permit and can require removing structures. Enforcement runs through the Shawnee County Planning Department's zoning process.
