Sec. 13-60 defines an adult entertainment establishment as a commercial enterprise that predominantly limits admission to adults because of the sexual nature of its merchandise or entertainment, expressly naming adult bookstores, adult theaters, adult lounges, adult health studios, and adult motels or hotels with nude, bottomless or topless entertainment or employees. Sec. 13-59 requires every such establishment to operate consistent with Chapter 3 (Alcoholic Beverages) of the City Code as well as Part III, Land Development Regulations, Chapter 3, Zoning, Article IV, Sec. D, meaning a business cannot rely on Chapter 13 alone; it must also clear the City's separate zoning district and location standards.

On top of that layered compliance, Sec. 13-60 imposes three specific operational standards: nude or partially nude performers, entertainers or employees may not approach within six feet of patrons, customers or other employees or performers; performers must entertain only from a designated stage raised a minimum of eighteen inches from the floor; and each room or partitioned area used for the entertainment must have a minimum floor area of 2,000 square feet, exclusive of kitchen space, restrooms, storage areas, and any other non-public or non-customer area.

These standards were adopted by Ordinance No. 10-030, § 4, on December 7, 2010, and they apply on top of, not instead of, whatever alcohol-license and zoning-district approvals the business already needs, so an operator has to satisfy Chapter 13's spacing and stage rules plus the separate zoning and alcohol licensing tracks before opening.
