Full Breakdown

Article IV, adopted by Ord. No. 95-12-6 in 1995, requires both an "adult establishment license" for the business and an "entertainer license" for each performer, each running 12 months from issuance and applied for through the county planning director (Sec. 14-123). Applicants must give two years of addresses, dates of birth, and Social Security numbers, and swear they have not been convicted of a felony sex-related offense within five years, or a related misdemeanor within two years; the sheriff runs a criminal-history check and reports back within ten working days for a business license or five for an entertainer license (Sec.

14-124(a)-(c), (g)). The director must deny an application that is incomplete, discloses a disqualifying conviction or false statement, or proposes a site inside the 500-foot residential or 1,000-foot institutional buffer (Sec. 14-124(d)). No one under 21 may work as an entertainer, hold a license, or even be on the premises as a patron (Sec. 14-125(a)-(b), (e)). A denied applicant can appeal to the board of commissioners within 30 days, then to superior court (Sec. 14-124(e)(2)). The director can suspend a license up to 90 days, revoke it, or place it on probation after a hearing held within ten working days of learning of a violation (Sec. 14-128). Every licensed premises must post an outside sign naming it as an adult establishment and showing its license number (Sec. 14-131).
