Dubuque, IA Business Licensing & Operations: Adult Entertainment (2026)

Dubuque City Code chapter 4-8 makes it unlawful to operate an adult entertainment establishment, or to work inside one as an employee, without a license issued by the City Manager's office (§ 4-8-3). Applicants must disclose their legal name and any aliases used in the past five years, provide government-issued proof of age, and state whether they have been convicted of a 'specified criminal activity' or had an interest in an establishment declared a nuisance or ordered closed in the prior five years (§ 4-8-3.C).

The City Manager issues a temporary license immediately on a complete application and converts it to an annual license once background information clears (§ 4-8-4). Fees are $100 to open and $50 a year to renew a business license, and $50 to open and $25 a year to renew an employee license (§ 4-8-5). Licensed premises are open only between 8:00 a.m. and 2:00 a.m.; operating later is itself a violation regardless of any other charge (§ 4-8-12). Establishments that show sexually explicit films must cap private viewing rooms under 150 square feet at one patron, keep 5.0 foot-candle lighting at floor level in patron areas, and give operators an unobstructed sightline from a station no larger than 32 square feet (§ 4-8-13).

The City Manager can suspend a license up to 30 days for a single violation or move to revoke it for prostitution, obscenity, or admitting a minor, with a hearing before an independent officer and a right to court appeal (§§ 4-8-8, 4-8-9, 4-8-10). Any establishment operating in violation of chapter 4-8 is itself declared a public nuisance the city can sue to abate (§ 4-8-19).
