Adult Entertainment Business. In the C-4 Zone "Adult Entertainment Business" may be established provided the following regulations and conditions, as well as any other applicable provision of this Code, are complied with at all times. The purpose of the regulations of this Part, pertaining to "Adult Entertainment" is to restrict the location of such activity to heavy commercial and less restrictive zones, and to prohibit their location in close proximity to one and another... No Adult Entertainment Business shall be maintained in violation of the following: 1. Within five hundred (500) feet of any area zoned for residential use; 2. Within one thousand (1000) feet of any other adult entertainment business; 3. Within one thousand (1000) feet of any church, public or private school, or college, park, library, public playground or park, building and facilities owned and maintained by any public entity for the public use, or any noncommercial establishment operated by a bona fide religious organization, or any establishment likely to be used primarily by minors.

Section 9350(A)(1) allows the use only in the C-4 General Commercial zone, and only under a conditional use permit issued through Section 9351(D).

That subsection states its purpose directly: restricting adult entertainment to heavy commercial, less-restrictive zones, preventing it from clustering near itself or near facilities that serve children and families, and capping the total number of such businesses citywide. No conditional use permit can issue if the site sits within 500 feet of any residentially zoned area, within 1,000 feet of another adult entertainment business, or within 1,000 feet of a church, public or private school or college, a park, library, public playground, a facility owned by a public entity, a religious organization's noncommercial building, or any use likely to draw minors. Distances are measured in a straight line between the closest exterior walls, or to the nearest lot line for the buffered institutional uses.

The Planning and Environment Commission can shrink those buffers, but never below 250 feet, and only after a hearing where it finds the closer siting won't injure nearby properties, that intervening streets or alleys serve as an adequate buffer, and that conditions like walls, landscaping, parking placement, lighting and signage limits will still protect public health, safety and welfare. Separately, Section 4272.3 bars any adult picture arcade from having partially or fully enclosed viewing booths: the entire interior where patrons view material must be visible on entry.
