Lynn, MA Business Licensing & Operations: Adult Entertainment (2026)

Under Section 8.G of the City of Lynn Zoning Ordinance (adopted 2025-12-09), no adult bookstore, adult club, adult theater, adult video store or adult paraphernalia store may operate in Lynn without a Special Permit issued pursuant to Massachusetts General Laws Chapter 40A, Sections 9 and 9A. The ordinance's declaration of purpose states that these uses can degrade the quality of life where they locate, citing crime, blight and depreciated property values, and it directs the city to shield residential neighborhoods and the vicinity of schools and public parks from encroachment by adult uses.

Unless the ordinance designates another body, Section 11.D.1 makes the Lynn City Council the Special Permit Granting Authority, so adult-use applications go before the full Council rather than the Zoning Board of Appeals. Before opening, an operator also needs a building permit and certificate of occupancy from the Building Commissioner under Section 11.A, who administers and enforces the Zoning Ordinance citywide.

Once operating, Section 8.G.2 imposes a standing restriction: adult bookstores, clubs, theaters, video stores and paraphernalia stores may carry no advertisement, display, or other promotional material visible to the public from any public way, including pedestrian walkways. That bars exterior signage, window displays and sidewalk-visible promotional material for as long as the use continues, not just at permitting.
