(e) Location of sexually oriented business. (1) All sexually oriented businesses shall be located within an M-1 or M-2 zoning district. (2) A person commits a misdemeanor if he operates or causes to be operated a sexually oriented business within one thousand (1,000) feet of: a. The property line of a lot devoted to use by a church or other place of worship; b. A boundary line of any residential district;

Section 4-14 of the zoning ordinance requires every sexually oriented business, adult bookstores, cabarets, motels, theaters, escort agencies, and similar uses, to locate in an M-1 or M-2 industrial district. Operating one outside those districts, or within 1,000 feet of a church, public park, residential district, residential lot, school, or another sexually oriented business, is a misdemeanor. Businesses lawfully operating before February 22, 1990 that fall out of compliance got two years as a nonconforming use before they had to relocate or close. Violators also risk business license revocation and injunctive action by the city.
