Development Code Section 17.86.020 permits adult entertainment establishments only in industrial zones listed in Table 17.30.030-1, and bars them entirely west of Haven Avenue. No such establishment may locate within 1,500 feet of another adult entertainment establishment, or within 1,500 feet of any residential dwelling, residentially zoned property, church, school or day care facility, park, playground, recreational facility, hospital, public building, or the rights-of-way of Haven Avenue, Milliken Avenue, 4th Street, Foothill Boulevard, or the I-15 freeway. Distances are measured in a straight line from the closest exterior structural wall of the business to the nearest property line of the sensitive use.

Section 17.86.020(D) bars closed viewing booths, cubicles or rooms furnished for private sexual activity, prohibits nudity or sexual activity by customers on the premises, and requires every part of the business to be visible for inspection from the front door at all times. Before opening, an operator must obtain an adult entertainment zoning permit from the planning commission under the general application procedures in Chapters 17.14 and 17.20 (Section 17.86.030); the development standards applied are borrowed from whatever zone and use category the planning director finds most comparable. Chapter 17.86 traces its purpose to preventing blight, transient concentration and crime that the city council found associated with clustered adult businesses (Section 17.86.010).
