Costa Mesa, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Every home-based business in a Costa Mesa residential zone needs a home occupation permit before a business license issues, filed with the finance division and reviewed by the planning division within four days under Section 13-165. The planning division measures every application against the evaluation standards in Section 13-168, and two of those standards specifically shut the door on auto repair. Subsection (d) forbids using any garage, attached or detached, or any space outside the main building for the home occupation; a garage may only hold supplies or equipment 'if the storage does not diminish the usable parking space,' not host actual repair work.

Subsection (f) bars 'use of material or mechanized equipment not recognized as being associated with a normal household use or hobby,' which rules out lifts, compressors, and other repair-shop equipment. Subsection (i) further limits any vehicle used for the business to one of no more than one-ton capacity, stored entirely inside an enclosed garage, and bans storage of trailers, tractors, or trucks over one ton. Subsection (k) prohibits the home occupation from generating parking or storage of commercial vehicles on public streets. Together these standards make it impossible for a bona fide auto repair business, which by nature needs garage bay space and mechanized shop equipment, to qualify for a home occupation permit anywhere in the city.
