Goodyear, AZ Business Licensing & Operations: Auto Repair on Residential Property (2026)

Section 8-7-1 of the Goodyear City Code lets a residential property host a HOME OCCUPATIONS business only if it meets a list of conditions covering hours, parking, storage, and nuisance impacts, but the same definition then lists categories of activity that can never qualify as a home occupation regardless of scale. That list expressly excludes on-site vehicle repair as a commercial use, alongside commercial warehousing or storage indoor or outdoor, businesses with nonresident employees working at the home, hotels and motels, fraternity and sorority housing, and manufacturing that uses hazardous materials or equipment not typically found in a household.

Because on-site vehicle repair is named directly, a mechanic cannot structure a repair business out of a Goodyear house or garage under the home occupation exemption, no matter how limited the hours or how few customers visit. Anyone repairing vehicles for pay at a residential address in Goodyear needs to locate the operation on commercially or industrially zoned property and obtain the standard Chapter 8-7 business license that applies there, including passing the City's health-and-safety inspections under Section 8-7-7(D). Operating a repair business from a home anyway exposes the operator to the same enforcement Goodyear applies to any unlicensed or noncompliant business, since the activity falls outside the protections and light-touch treatment reserved for legitimate home occupations.
