The section starts with a general clause that it does not legalize any otherwise-prohibited act, then locks in nonconforming uses: an adult use that is already nonconforming, or that does not meet the section's separation standards, cannot be converted to another listed adult use type and cannot expand beyond the floor area it occupied on the ordinance's effective date. Locational Regulations bar any listed adult use from sitting within 1,000 feet of the same type of use, or any other adult use on the list, measured from the exterior walls of the building in which the business is or would be conducted to the property line of the other use.

A separate 500-foot buffer applies to preschools, kindergartens, elementary or secondary schools, churches or similar places of worship, parks, playgrounds, and a specific list of residential and mixed zoning classifications (R1-10, R1-7, R1-6, R1-4, R1-A, R1-C, R-2, MF-12, MF-18, MF-24, MHS, MH/RVP, C-1, and PAD/PAD Overlay districts with a similar underlying residential use), also measured wall-to-property-line. 1(A)(3) strips both the Zoning Administrator and the Planning Commission of jurisdiction to grant variances from these locational standards, so the spacing rules cannot be waived through the city's normal variance process.
