Lakewood, NJ Business Licensing & Operations: Auto Repair on Residential Property (2026)

The Township's Unified Development Ordinance (Chapter 18) places automobile repair squarely outside the residential zoning districts. Under UDO Article IX, § 18-903M, which governs the Industrial Zone (M-1), "Automobile Repair Services" appears in the list of Conditional Uses (§ 18-903M3d), meaning a repair shop needs a conditional use permit from the Zoning Board of Adjustment after referral from the Planning Board, and it can only be sited on M-1 industrial land. That same conditional-use section requires that no objectionable noise, smell, smoke, dust, gas, glare or effluent from the use affect any residential, rural or business zone (§ 18-903M3b), which is the code's own statement that repair operations do not belong near homes.

Separately, § 18-1016, Automobile Repairs and Service (added by Ord. No. 2012-4 § 3), sets the operating conditions that apply wherever the use is permitted: any application must include a site plan showing the number of vehicles to be garaged, fuel tanks must be installed underground, driveways may not exceed 16 feet in width where they cross the sidewalk, the entire vehicle-traversed area must be hard surfaced, lighting cannot glare onto adjacent property, and, critically, all repairs and services must be conducted indoors within the building.

Lakewood's Home Occupation definition (UDO Article II) separately requires that any home-based business remain accessory and incidental to residential use and not change the dwelling's essential residential character, a standard a vehicle repair operation cannot meet given the indoor-bay, hard-surface and underground-tank requirements of § 18-1016. There is no exception in either instrument for minor or hobbyist repair work at a residence.
