Municipal Code § 9.02.130(E) lists uses the city considers incompatible with residential life no matter how they're run: "The following uses, either by operation or nature, are not considered to be incidental to or compatible with residential activities and therefore shall not be permitted as home occupations." The first item, E(1), targets vehicle work specifically: "Automotive and other vehicle (inclusive of motorcycles or recreational vehicles) repair (body or mechanical), upholstery, painting or storage."

That sentence closes the door on backyard mechanics, motorcycle and RV repair, auto body work, vehicle upholstery and paint jobs, and using a residential lot to store vehicles for a repair business, regardless of whether the work happens in a garage, driveway or yard. The same subsection bars several related enterprises outright: towing (E2), junk yards (E5), and escort services (E6), plus the sale, use or manufacture of ammunition, explosives or fireworks (E3) and storage of hazardous-quantity materials such as flammables, corrosives or toxics (E7). Spa facilities are also barred, though licensed medical massage is carved out (E4).

Because these are listed as prohibited uses rather than uses subject to conditions, the community development director has no discretion to approve a home occupation permit for auto repair under subsection C, which requires a finding that the use isn't barred under E before any permit issues. A resident wanting to run an auto repair business must locate it in a zoning district that allows the use commercially, not from a residential dwelling.
