485 (Home Occupations) of the Zoning Code is deliberately closed-ended. 030 states 'Only the following business activities are permitted as home occupations' and then lists nine categories: telecommuting; business, professional and sales offices with no client visits; instruction limited to one pupil at a time; work by artists, sculptors, authors and composers; a narrow band of personal services (dressmaking, hair styling, esthetics, pet grooming); home crafts excluding cabinet making; home catering approved by the Riverside County Health Department; small electronics repair capped at 40 pounds per item; and home-based direct sales conducted mostly off-site.
Automotive, motorcycle, or small-engine repair is not on that list, and because the list is exhaustive rather than illustrative, a repair business is not eligible for home-occupation status anywhere in Riverside's residential zones. Even if a resident tried to fit auto work into the closest category, the small electronics repair allowance in subsection (H) is explicitly limited to 'items such as personal computers and electronic recorders with a maximum weight of 40 pounds per item', language aimed at consumer electronics, not vehicles or automotive components.

Violations & Fines
Because auto repair is not on the Section 19.485.030 permitted list, operating one from a home is an unpermitted use under the Zoning Code, and Riverside's Code Enforcement Division can issue a Notice of Violation or field citation under Section 19.070.020. Section 19.040 separately makes it unlawful to use a residential parcel for a use the Zoning Code doesn't authorize, exposing the operator to correction orders and further administrative or judicial enforcement for continued operation.
