Pismo Beach, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

A Pismo Beach resident cannot get a home occupation permit for a car repair business, because both printed zoning codes remove it from the home occupation category.

1983 Zoning Ordinance. Section 17.115.050 lists uses that by the nature of the operation are deemed incapable of meeting the home occupation conditions, and item A is auto repair, major and minor. The same list excludes junkyards, cleaning of major equipment, welding and machinery, and appliance, radio or television repair, and item O adds that any use causing noxious fumes, loud noises or heavy traffic is not a permitted home occupation. Section 17.115.020(D) separately requires the use to be carried on entirely within the residence, not in an accessory structure or the yard, prohibits storing parts or materials in the carport or yard areas, and says use of the garage cannot prevent or limit its use for required on-site parking.

1998 Zoning Code. Section 17.38.070(B)(2) lists prohibited home occupation uses as business activities not incidental to or compatible with residential activities. Item i is vehicle repair, body or mechanical, upholstery, automobile detailing and painting. Item j adds welding and machining, item h adds storing equipment and materials for the construction and service trades, and item k covers any use the director finds likely to produce noise, odors or traffic not customary in a residential area. The operating standards in subsection D also require the use to stay within an enclosed structure and not create noise, dust, vibration, odor, gas or fumes.

Vehicle repair as a commercial use is handled separately, for example in § 17.38.160, which requires repair at service stations to occur entirely within an enclosed structure.

Pismo Beach uses two adopted zoning codes. The city's Zoning and Land Use page states that properties inside the Coastal Zone are regulated by the 1983 Zoning Code, and properties outside the Coastal Zone are regulated by the 1998 Zoning Code.
