Section 13.06.060(D) sets out prohibited home occupations, uses that can never qualify as an accessory home business no matter how limited in scale, and item 1 names automotive repair and/or engine rebuilding first on that list, alongside upholstering, machine or welding shops, and any other commercial use the Director of Development Services finds incompatible with residential use. This is a categorical ban rather than a permit-and-condition situation: while allowed home occupations under subsection C (office work, tutoring, hairdressing, online craft sales, cottage food operations) can be approved by the Director subject to conditions, subsection D uses are excluded outright and are not eligible for the mandatory-conditions pathway in subsection E at all.

A resident who wants to do mechanical work at home is limited to what the noise (Chapter 5.04) and property maintenance rules otherwise allow for personal, non-business use of one's own vehicle; anything rising to a repair business, paying customers, advertised services, or regular commercial activity, falls squarely within the § 13.06.060(D)(1) prohibition and cannot be licensed as a home-based business under Title 4's business tax provisions either, since the zoning use itself is disallowed.
