Apple Valley, CA Business Licensing & Operations: Massage Establishments (2026)

Section 5.03.040 makes it unlawful to practice massage for compensation in Apple Valley unless the individual is a certified massage practitioner holding a CAMTC certificate from the California Massage Therapy Council, and unlawful for a business to offer massage unless every practitioner is CAMTC-certified and the establishment holds a valid Town registration certificate. Section 5.03.030 layers a standard Chapter 5.02 business license on top of that certificate, required of both the establishment and any therapist working as an independent contractor. The registration application under § 5.03.050 must list every operator and technician, proof each is over 18, five years of business history, a full roster of CAMTC-certified technicians with certificate numbers, evidence of at least $500,000.00 in liability insurance, a floor plan, and a list of services; the Finance Department issues the Town Registration Certificate alongside the business license, renewed annually.

Operating hours are capped under § 5.03.080(b) at 7:00 a.m. to 10:00 p.m. daily, with no massage continuing past 10:00 p.m. and no patrons allowed to remain outside those hours. The same section bans locked treatment room doors, requires a posted price list in at least 12-point type, bans alcohol or controlled substances on the premises, and requires a lockable locker for every patron. A registration can be revoked under § 5.03.110 for fraud in the application, permitting massage intended to arouse sexual desire, employing an uncertified technician, or failing to maintain the premises, and § 5.03.110(b) bars any massage establishment from operating at that same address for ten years after a revocation.
