Boone County, IN Business Licensing & Operations: Massage Establishments (2026)

Boone County Code Chapter 112 makes it unlawful under § 112.02 for any person or firm to operate, conduct or maintain a massage school, massage parlor, massage therapy clinic or bath house without a license issued by the County Auditor, and unlawful to employ anyone to perform massage who is not themselves licensed as a massage therapist by the Auditor. A massage therapist who performs massages for a fee without that individual license also violates § 112.02(C). Applications under § 112.03 must be individually signed and disclose the applicant's name and aliases, current and prior three years' addresses, business address, number of massage tables or shower stalls, and whether the applicant, or a corporation's officers, have previously operated such a business or been convicted of a felony or a prior violation of this chapter.

Employee applicants must additionally disclose Social Security number, nature of work performed, and any conviction involving violence, moral turpitude or a sex offense. Every applicant must file a physician's certificate confirming freedom from communicable disease, examined within 30 days of applying, and must be photographed and fingerprinted by the Boone County Sheriff. Section 112.04 sets annual license fees on a three-class scale: Class A (private health clubs) at $50, Class B (massage schools, parlors, therapy clinics and bath houses) at $500, and Class C (individual massage therapists) at $50 per therapist. These fees and the fingerprinting/photograph requirement give the county real screening tools before anyone can lawfully operate.
