Concord, NC Business Licensing & Operations: Massage Establishments (2026)

Section 6-73 of the Concord City Code requires any person, partnership, corporation or association to obtain a privilege license from the city council before operating an adult establishment or massage business. The sworn application goes to the city clerk and must disclose every person with a legal or beneficial interest, the business address, past felony or prostitution convictions, any prior revocation of a massage license, and any other business operated on the same or an adjoining premises. The city clerk forwards the application to the police department for an investigative report, due within 45 days, and to the inspections department to confirm zoning and building compliance.

S. 14-177 through 14-208 or federal prostitution law, the business conforms to zoning, building and fire codes, and no massage license held by the applicant was revoked in the preceding three years. Individual massagists carry a separate license under section 6-74, which additionally requires fingerprints, photographs and a physician's certificate confirming freedom from communicable disease. under section 6-78, may not massage anyone under 18 without a physician's written order, and may not allow a massage by a person of the opposite sex. Both business and individual licenses can be revoked by the council after written notice by certified mail and a hearing under section 6-77, where the licensee may present and cross-examine evidence.
