Summary
Volusia County has no standalone massage-establishment license; the state's Board of Massage Therapy licenses individual therapists under F.S. ch. 480. What county code actually requires of massage and bodywork businesses is a human-trafficking public awareness sign, posted under Code of Ordinances § 78-5 wherever massage or bodywork services are sold for compensation outside a licensed health care practice, backed by a non-criminal fine of up to $500.
(c)General requirements.(1)The employer at each of the following establishments shall display public awareness signs in a conspicuous location that is clearly visible to the public and employees of the establishment:a.A strip club or other adult entertainment establishment.b.A business or establishment that offers massage or bodywork services for compensation that is not owned by a health care practitioner regulated pursuant to F.S. ch. 456, and defined in F.S. § 456.001.(2)The required public awareness sign must be at least 8.5 inches by 11 inches in size, must be printed in at least 16-point type... (d)Enforcement; penalties.(1)It is unlawful to violate any provisions of this article. Any violation of this article shall be a non-criminal violation punishable by a fine not to exceed $500.00, as provided in F.S. § 787.29.

Full Breakdown
Section 78-5, adopted by Ordinance No. 29(5). ch. 456. ch. 847. 5 by 11 inches, use type no smaller than 16-point, and appear in both English and Spanish, directing anyone being forced to work to call the National Human Trafficking Resource Center at 1-888-373-7888 or text INFO or HELP to 233-733. Enforcement runs on two tracks, the Volusia Sheriff's Office and county code enforcement officers can cite any establishment countywide, while each municipal police department and code enforcement office may separately cite establishments inside its own city limits. Citations are non-criminal, filed in county court, and processed under Code sections 2-394 and 2-397.
Violations & Fines
Skipping or mis-posting the sign is a non-criminal violation capped at a $500.00 fine under F.S. § 787.29 and § 775.083, issued directly as a citation rather than an arrest. Either county code enforcement/the Sheriff's Office or the massage business's own city police and code enforcement department can write the citation, and the case is heard in county court under the procedures in Code §§ 2-394 and 2-397.
