3-030 makes it unlawful, on and after May 1, 2014, for any individual to practice massage therapy for compensation, whether as a sole proprietor, employee, or in any other capacity, in the unincorporated county unless certified by the California Massage Therapy Council (CAMTC). The same section bars any business from providing massage for compensation unless every owner and every employee or independent contractor performing massage is CAMTC-certified and the business has obtained a valid county registration certificate. 3-040 spells out the registration application: it must be filed under penalty of perjury with the director of resource management and must list the business's legal name, address and telephone number, the legal names and CAMTC certification of every owner, a list of all employees and independent contractors performing massage with their CAMTC certification, the residence and business address and phone number of every owner, the form of the business entity, and government-issued photo identification for every owner.
