07 was added in 2015 to regulate massage businesses under the state's Massage Therapy Act, Business and Professions Code Section 4600 et seq. 060 makes it unlawful to operate a massage establishment without a permit, to employ or retain anyone to practice massage for compensation unless that person is listed on the establishment's permit, to operate under an unlisted business name, or to continue operating after an unlisted person acquires an ownership interest. 050 requires every person practicing massage therapy for compensation in the City, and every establishment employing such a person, to hold current CAMTC (California Massage Therapy Council) certification.

030 clarifies the permit is in addition to, not a substitute for, the standard business license required under Title 5 and any building, fire, zoning, or health permits. 040, including physicians, chiropractors, physical therapists, licensed barbers and cosmetologists performing limited massage within their license scope, and massage school interns supervised under a notified training program. 070(B). 130 lists grounds for suspension or revocation the Chief may act on after a single occurrence, including any chapter violation, fraud on the application, a prior nuisance injunction, disqualifying Penal Code convictions, sex-offender registration, or performing massage without CAMTC certification. 140(A) requires 15 calendar days' written notice before a denial, suspension, or revocation takes effect, decided on a preponderance-of-the-evidence standard.
