Violations & Fines
Operating or working at an unpermitted massage establishment is a misdemeanor under Section 10A.14(a), and the city can pursue criminal prosecution, civil nuisance abatement, or an administrative fine up to $1,000 per violation, or the amount allowed under Government Code Section 36901, under Section 10A.14(c). Remedies are cumulative, so the city can combine fines with permit revocation. Before revoking or suspending a permit, the city manager must hold a hearing with at least ten days' written notice under Section 10A.23.
