McCracken County, KY Business Licensing & Operations: Massage Establishments (2026)

McCracken County Code § 95.03 makes it unlawful, more than 30 days after the chapter's effective date, to operate a massage establishment without a business license issued by the county. Applicants must disclose ownership details, any prior license denial, suspension or revocation in another city or county, and a Social Security or tax ID number, and must keep that information current within 30 days of any change or risk suspension. Under § 95.04, the Director investigates and must approve or deny a completed application within ten business days, and may deny it only for reasons such as the applicant being under 18, owing the county taxes or fees, submitting false information, operating from premises that fail health, fire, building or plumbing codes, or failing to pay the license fee.

A denied applicant gets a written notice and a hearing before the Fiscal Court, decided by simple majority vote, and may not reapply for six months. Granted licenses expire one year after issuance and renew annually for a $75 fee plus reinspection. Section 95.05 lets the county revoke a license after notice and a Fiscal Court hearing, barring the licensee from reapplying for 12 months. Section 95.06 requires compliance with Paducah-McCracken County Health Department rules, and § 95.07 requires physician verification, dated within 90 days, that the applicant and employees are free of communicable disease. Massage establishments already licensed by the City of Paducah are exempt from the county license under § 95.03(E)(8).
