Montgomery County, VA Business Licensing & Operations: Massage Establishments (2026)

Sec 7-6, in Chapter 7's offenses article, does not create a county massage-establishment license; the local code has no such licensing scheme. Instead, it makes it unlawful for any person to operate an establishment, public or private, as a massage salon, bath parlor or similar business where physical contact with a customer is provided by a staff member of the opposite sex. The section carves out two exceptions: a physician, surgeon, chiropractor, osteopath, physical therapist or massage therapist duly licensed by the state, or a licensed nurse acting under such a professional's direct prescription and direction, and second, a barbershop or cosmetology salon providing massage limited to the scalp, face, neck or shoulders, consistent with the barbershop sanitation rules elsewhere in Chapter 5.

Violating Sec 7-6 is a class 4 misdemeanor. 1 and amended by ORD-FY-07-24 in March 2007, sits among other public-conduct offenses like disorderly conduct and public nudity rather than in the county's business-licensing chapter, and it applies in the unincorporated county outside Blacksburg and Christiansburg, both of which regulate massage businesses under their own town codes.
