Under California Business and Professions Code Β§4600 et seq., individual massage therapists must be certified by the California Massage Therapy Council (CAMTC). SDMC Β§33.1301 layers local controls: each establishment registers with the city, lists all CAMTC-certified workers, posts CAMTC IDs visibly, and meets minimum lighting, hours, and unlocked-door standards under SDMC Β§141.0907. Operators must maintain client logs and pass health inspections. Cities may regulate the business but cannot require additional therapist licensing beyond CAMTC. Massage businesses in residential zones need a Neighborhood Use Permit. Anti-trafficking inspections occur jointly with SDPD vice and county DEH.
Operating without registration, employing non-CAMTC workers, or breaching unlocked-door rules triggers misdemeanor charges, daily fines up to $2,500, and revocation of the establishment registration. Trafficking concerns trigger county and federal review.
