El Cajon, CA Business Licensing & Operations: Massage Establishments (2026)

Chapter 5.40, the El Cajon massage establishment ordinance, makes it unlawful to operate a massage establishment without both a business license under Chapters 5.04 and 5.08 and a special operation license under Chapter 5.16 (Section 5.40.040), and unlawful for anyone to work as a massage technician without a separate work permit (Section 5.40.050); holding a technician work permit doesn't authorize running an establishment (Section 5.40.060). Applicants for either permit must submit five years of address and employment history, five character references, fingerprints, a medical certificate showing freedom from communicable disease within the prior 30 days, and proof of a massage degree from a recognized 200-hour program or a passing score on the County of San Diego Department of Health Services competency exam (Sections 5.40.052, 5.40.070). A permit can be denied for certain convictions within the preceding five years, including prostitution-related and sex-offender-registration offenses, controlled-substance felonies, or violence, theft, or moral turpitude offenses (Sections 5.40.054, 5.40.090).

Zoning Section 17.225.070(B) layers on proximity standards: no massage establishment may sit within 1,000 feet of another massage establishment or an adult entertainment establishment, within 500 feet of a residential zone, or within 600 feet of a religious facility, courthouse, public playground or park, or school, measured wall to wall or wall to property line without regard to intervening structures. Massage offered only as an accessory use to a permitted primary business is exempt from those spacing rules (Section 17.225.070(A)).
