Floyd County, GA Business Licensing & Operations: Pawnbrokers (2026)

Chapter 2-12, Article IV governs pawnshops and pawnbrokers. Sec. 2-12-81 defines a pawnshop as any business that takes goods, wares, merchandise or personal property in pledge or exchange as security for a loan, and defines a pawnbroker as anyone who works in a pawnshop as manager or owner. Sec. 2-12-83 requires annual registration with the Floyd County Police Department before a person may operate a pawnshop or become an employee, listing the pawnshop's address and the full name, address, phone number, date of birth and Social Security number of every employee and pawnbroker.

Sec. 2-12-84 requires every pawnbroker to log each transaction in a permanent electronic record transmitted to the police department's automated reporting system, capturing the date and time, the customer's identifying information and driver's license number, a description of the item by serial number and identifying marks, the amount paid or loaned, the maturity date if pawned, and a photograph of both the customer and the item. Sec. 2-12-85 requires pledged goods to be held at least 30 days, and non-pledged purchased goods at least 7 calendar days, before resale or disposal.

Sec. 2-12-86 bars taking goods in pawn, trade or purchase from anyone under 18, and Sec. 2-12-87 requires reporting to the chief of police any item believed lost or stolen, or bearing a removed serial number. Sec. 2-12-82 puts the Floyd County Police Department in charge of enforcing the whole article.
