Section 5.28.020 makes it unlawful to engage in pawnbrokering in Loveland without a current license from the city clerk. Every named owner, officer, or ten-percent-plus shareholder listed on the application under Section 5.28.030 must submit a complete set of fingerprints, and the chief of police investigates each applicant before the city clerk grants a license under Section 5.28.050. Disqualifying factors include being under 18, a felony conviction, a fraud-related conviction, or a false statement on the application. Every pawnbroker must also post a $5,000.00 surety bond under Section 5.28.070 covering the safekeeping and return of pledged property.

Section 5.28.220 keeps competition spaced out: no new pawnshop may locate within one mile of another pawnbroker's business premises, measured in a straight line between property lines, though shops holding a city sales tax license before February 21, 2012, are grandfathered and may relocate once without triggering the restriction.
