Fort Collins, CO Business Licensing & Operations: Secondhand Dealers (2026)

City Code § 15-317 makes it unlawful to engage in secondhand dealing without a license from the Financial Officer, kept current at all times, and sets the annual fee at $100, nonrefundable unless denied, submitted with the application. Licenses expire December 31 each year and renewal is due no later than 45 days before expiration. Section 15-318 requires Chief of Police investigation before issuance, a nonrefundable fingerprint fee capped at the Colorado Bureau of Investigation's charge, and bars licensure for anyone released within the prior ten years from incarceration or supervision for a felony property crime, fraud, embezzlement, larceny or burglary against an employer, or a pawn/secondhand-industry violation, as well as anyone under 18 or who lied on the application.

Each business location needs its own license, and licenses are not transferable. Section 15-320 requires dealers to record every seller's name, birth date, address, government ID number and a right index fingerprint for each transaction, along with a written declaration of ownership. Section 15-321 requires that record be transmitted electronically to Police Services within three days of the transaction and kept on paper for three years. Section 15-324 requires most secondhand property be held 30 days before resale (ten days for serialized or bullion items with extra recordkeeping), and police may issue hold orders up to 90 days on property suspected of being connected to crime.
