1 governs every Tattoo and Body Piercing Studio in Grand Prairie. A studio must hold a valid license from the Texas Department of State Health Services and submit to that agency's inspections, and it is separately subject to city licensure and inspection. Locational limits keep studios away from sensitive uses and each other: no studio may sit within 300 feet of a church, school, or residential zoning district, or within 1,000 feet of another studio, measured along street-front property lines, front door to front door, and in a direct line across intersections.

Within the CA commercial-amusement zoning district, no more than two studios may operate at the same time. Hours of operation cannot run past midnight. Before opening, remodeling, or converting a building into a studio, the owner must submit plans and fees to the Building Official for review and pass a pre-opening inspection, then obtain a City Certificate of Occupancy. Every permit holder, owner, or operator in charge must complete eight hours of annual continuing education covering blood-borne pathogens, aseptic technique, disease control, infection signs, and CPR, finishing the first round within 12 months of the permit's issuance and keeping training records on site for city inspection.
