Section 15-111 directs the city health department to run a tattoo and body piercing registration program consistent with the state's Minimum Standards For Licensure of Tattoo And Certain Body Piercing Studios, and requires operators to hold a permit or license issued by the Texas Department of Health in addition to the city permit. " Physicians who apply tattoos or piercings solely as a medical treatment are exempt under section 15-113. Section 15-114 requires the permit and inspection report to be posted conspicuously on the premises, and section 15-115 conditions renewal on passing a health and safety inspection showing the studio remains in sanitary condition.

Section 15-116 lets the health director deny, suspend, or revoke a permit for refusing entry to an inspector, repeated or serious violations, or noncompliance with state licensing law; a suspended operator has ten days to request a hearing with the health director before the suspension becomes a final revocation. Section 15-117 sets the fee schedule: $150 per location for a tattoo-only or piercing-only studio, $200 for a combined studio, both due annually by June 1, plus a $10 fee to replace a lost permit. Section 15-119 lets the health director additionally seek injunctive relief against a violator on top of any fine.
