040 makes it a misdemeanor to act as a tobacco retailer in Lancaster, defined broadly enough to cover cigarettes, cigars, chewing tobacco and vapes, without first getting a tobacco retailer's license for each location, and bars peripatetic sales or sales from a vehicle. 050 must include proof the location already holds a valid California Board of Equalization tobacco retailer's license and a disclosure of any prior violations of the chapter within the past six years. 060 lets the city manager deny a license only for an incomplete application, a pending suspension, or a location that is otherwise unlawful under state or federal law, and requires renewal notices to go out by November 1st each year.
