270 requires every person, firm or corporation dealing in secondhand goods, or tangible personal property as defined by Business and Professions Code Sections 21627 and 21638, to keep a record of every item purchased or sold, including the seller's signature, open to inspection by the Los Angeles County Sheriff's Department during business hours. At least once each day, the dealer must deliver to the sheriff's department a complete report, on a State Department of Justice form, of every transaction in the preceding twenty-four hours, written in English, including the time of each transaction and a description of the person involved.
