Rockdale County, GA Business Licensing & Operations: Tobacco Retail License (2026)

The Rockdale County Code defines a vape store at Sec. 106-1 as any business whose principal product line for retail sale is alternative nicotine products, vape juice, or vape products, with principal meaning that those products make up at least 25 percent of total sales. Sec. 218-13(yyy1)(a) then applies a blanket zoning ban: in all zoning districts of the county, vape stores are considered objectionable and are prohibited, a stronger restriction than the county places on most other retail uses, which are typically permitted or conditionally permitted in commercial districts under the table of permitted uses at Sec.

218-1. Subsection (b) softens the ban only for existing shops, declaring any vaping shop legal nonconforming and subject to regulation as a nonconforming use, meaning an existing vape store can continue operating but cannot expand, relocate, or reopen after a lapse without losing its nonconforming status. Separately, Sec. 66-10 bars any alcoholic beverage licensee or other establishment from selling tobacco products, tobacco related objects, or vapor products to a person under 21 years of age, with an exception only if the buyer used a fraudulent government-issued ID.

Together, the two sections mean a new tobacco or vape-focused retailer cannot be zoned into unincorporated Rockdale County at all, while any retailer that does sell tobacco or vapor products must still card every buyer under 21.
