01. 03, it is unlawful to sell, offer for sale, give away or keep with intent to sell any tobacco product or alternative nicotine product at retail in the village without first obtaining a tobacco dealer's license, and that license is required in addition to any other license the business needs. 04 and must identify the business structure, location, and the number under any Retailer's Occupation Tax certificate. 25 and, since June 1, 2024, splits licenses into Class A (accessory tobacco sales, incidental to a store's main business) and Class B (dedicated tobacco stores).

No more than 19 Class A licenses and no more than 9 Class B licenses may be in force village-wide at any one time, licenses are non-transferable between owners, and when a Class B license lapses or is revoked the available count in that class permanently drops by one. A licensee can move locations without losing the license only if the Community Development Department approves the transfer and all other attributes stay the same. 06 bars sale or delivery to anyone under 21 and requires posted age-restriction signage at every display and vending machine.
