Sec. 18-58(c) lists wrecker service, with approval of the sheriff's department and an amber light permit, among the businesses that need extra clearance before the county issues a business license under Sec. 18-41. That means a towing operator has to secure sign-off from the sheriff's department and obtain a permit for the amber warning lights the wrecker uses, in addition to the standard registration paperwork every business files under this article. Sec. 18-59 backs this requirement up generally, requiring any business that needs a regulatory approval, bond, or certificate of competency to show the county it has already obtained it before the business tax director will issue the registration.

Like every certificate issued under this article, a wrecker service's license covers one location only, and Sec. 18-54 requires written notice to the business tax director of any move, with a new certificate issued only if the new site meets zoning. The certificate cannot be transferred to a new owner, who must instead apply for their own certificate (Sec. 18-55), and it automatically expires 30 days after the anniversary of the initial registration date, so a wrecker company has to go through this approval process again every year (Sec. 18-56).
