Under Revised Code Ch. 996, towing operators that perform private-property impounds in Indianapolis must register with BNS, post bond, and use only approved storage yards. Maximum hookup, mileage, and daily storage fees are set by city ordinance and posted publicly; operators must accept credit cards and provide a written invoice. Indiana IC 9-22-5 governs abandoned-vehicle title transfer and BMV notification. Predatory towing complaints are handled by BNS, which can suspend permits. Trespass-tow signage must be posted at every parking lot at least 24 hours before a tow becomes enforceable.
