Shenandoah Code of Ordinances Sec. 82-61 makes it unlawful to operate an auto wrecker on any public street within the city to tow or haul wrecked or disabled vehicles for hire, or without the owner's consent, without first obtaining an unlimited wrecker permit from the police chief; the permit is valid for one year and must be renewed annually. Sec. 82-62 requires a written application naming the applicant, or, for a partnership or corporation, all partners or officers plus a certificate of good standing, along with the make, model, and state tow tag number of each wrecker to be operated.

Sec. 82-64 requires the applicant to maintain proof of financial responsibility under the Texas Motor Vehicle Safety Responsibility Act, and the police chief must suspend or revoke the permit without further notice if that coverage lapses.
