The City of Temple awards a wrecker service contract through competitive bid, with the Purchasing Department writing specs and the contract requiring the winning company to provide accident-scene towing and run an impound storage facility. Outside that contract, a wrecker operator cannot drive to or near a motor vehicle accident on city streets unless the police department or the vehicle's owner has called them, except when it's necessary to prevent death or bodily injury.
