Under California regulations interpreting BPC 26090, licensed cannabis retailers may deliver to any physical address in the state regardless of local retail bans. Riverside County permits delivery from licensed retailers within unincorporated areas through Ordinance 348.4801, requiring a county delivery permit and compliance with state security, manifest, and tracking requirements. Drivers must carry copies of state and county licenses, use vehicles registered with DCC, and complete deliveries within 24 hours of dispatch. Delivery to schools and similar locations remains prohibited.
