Concord took a proactive stance on regulated cannabis commerce β the City Council authorized commercial cannabis licensing, and licensed storefront retailers now operate in designated zones, subject to state-licensed operation, buffers from schools/parks/daycares (generally 600 feet under state law; Concord may impose larger), security requirements, local cannabis business tax, and Conditional Use Permits. Medical deliveries from state-licensed retailers are permitted statewide per Bureau of Cannabis Control regulations (upheld in City of Santa Cruz v. BCC). Employer drug testing and workplace rules are unaffected (Ross v. RagingWire), though AB 2188 (effective 2024) bars most employer discrimination based on off-duty use.
