Converse, TX Cannabis Regulations: Dispensary Zoning (2026)

Because Texas has not legalized recreational or broad medical marijuana, there are no legal recreational dispensaries in Converse or anywhere in the state. The only cannabis dispensing operations authorized in Texas are Dispensing Organizations licensed under the Texas Compassionate Use Program, which produce and dispense low-THC cannabis (under 1 percent THC by weight) to enrolled patients with qualifying conditions like epilepsy, cancer, PTSD, and autism. The state has licensed only a small number of these organizations (typically three), and they are located at specific facilities outside Converse. The city has not adopted zoning regulations specifically for cannabis dispensaries because none can legally operate in Texas outside the state-controlled program. CBD and hemp retailers selling products under 0.3 percent THC are treated as standard retail and must follow normal commercial zoning and business licensing.
