All commercial cannabis activities — including dispensaries, cultivation, manufacturing, distribution, and testing — are prohibited in unincorporated LA County under Ordinance No. 2017-0060 (adding Chapter 22.222 to Title 22). This ban covers both medical and recreational commercial operations. The ban was enacted in response to Proposition 64 allowing local jurisdictions to prohibit commercial cannabis. Delivery from licensed dispensaries in other jurisdictions into unincorporated LA County is permitted under state law (BPC 26090). The ban does not affect personal use or home cultivation rights.
Operating a commercial cannabis business in unincorporated LA County is a misdemeanor under Chapter 22.222. Penalties include fines up to $1,000 per day, imprisonment up to 6 months, or both. The county may also pursue civil penalties and seek injunctive relief. Unpermitted grows may additionally face nuisance abatement, utility shutoff, and property liens for enforcement costs.
