Long Beach established a comprehensive cannabis licensing program allowing retail dispensaries, delivery services, cultivation, manufacturing, and distribution. Dispensaries must locate in designated commercial or industrial zones with 600-foot buffers from schools, day cares, parks, and churches. The city imposes a 6% cannabis business tax on gross receipts for retail. A Social Equity program provides fee reductions and technical assistance for qualifying applicants. The Department of Financial Management oversees all cannabis licensing.
